appropriated, to the department of natural resources, Colorado water
conservation board, for the fiscal year beginning July I, 2005, the sum of
two hundred forty-seven thou~and forty-four dollars ($247,044) and 0.5
FTE, or so much thereof as may be necessary, for the implementation of
this act.

SECTION 3. Safety clause. The general assembly hereby finds,
determines, and declares that this act is necessary for the immediate
preservation of the public peace, health, and safety.
