Room 723 <br />Denver, Colorado 80203 <br /> <br />Re: Colorado Di"ision of Wildlife Instrcam Flow Recommendations for Armstrong Creek. <br /> <br />Dear Dan and Todd, <br /> <br />Thc purpose of thIs letter is to officially transmit the Colorado Division ofWlldlifc's (DOW) Instream Flow <br />Recommendations for Armstrong Cree).,; in Routt County. The reach uf strcam covered by this flow <br />recommendation is from the headwalt:rs of Annstrong Creek to the connuencc with Elkhcad Creek, a <br />distance of approximately 4.5 miles. <br /> <br />The DOW, ID July of20US, collected stream cross section infomlation, nalural envIronment data. and other <br />data needed to quantify the ,"stream floVo' needs for this reach of Annstrong Creek. Annstrong Creek IS <br />c1assifietJ as a minor stream (between 4 to 9 feet wIde) and fishery surveys indicatc the stream ~nvironmcnt <br />(If Annslrong Creek supports Colorado River cutthroat trout (05011110 darki pJeu,'itlcus). Brook trout <br />(So[velmus fon/"I{lli.~), Mountain sucker (GI/os/omll!i plalyrh:wrchI4s). White sucker (CCllos'omu.~ <br />c'ommersom), Longnose sucker (CiI/OSlonllls cllIostom"s). Lon!,'Ilose dace (RhimcJulrys eulClrae/lIe), <br />Speckled dace (Rlumdllh.l-'.'i OSCUIr4~') and Mottled sculpin (COitUS hamli). <br /> <br />C(llorado River cutthroat trout and Mountain sucker have heen idcntlfied by the DOW and several other Slate <br />and fcderal agencies as "species of greatest conservation need". DOW IS involved in developing <br />ConservatIon and Managcnlcnt Plans for these species. The mtention of these plans is 10 increase <br />populations and distributlons of identified species, thercby assisting tn the long-tenn persistcnce of eaeh <br />species. The success of such plans could potentially curtail the need for fcderallisting of thcs~ species under <br />thc Endangered Species Act (ESA). These SpeCICS arc not currently federally listed." <br /> <br />The stream c:'ross section data was analy/.cd uSlIlg the R2CROSS program. The R2CROSS uutput was <br />evaluated usmg tht: methods described in Nehring (1979) and Espegren ( 19%).
