<br />Estimated Time to Achieve Recovery <br /> <br />Reliable population estimates, based on. a multiple mark-recapture model, are needed for all <br />populations over a five-year monitoring period for down listing and over a seven-year period <br />beyond down listing in order to achieve delisting. The Service will assess the accuracy and <br />precision of each point estimate in cooperation with the respective recovery or conservation <br />I <br />programs and in consultation with inve~tigators conducting the point estimates and qualified <br />statisticians and population ecologists. The first point estimates were completed for all <br />populations in 2001. The Service is reviewing those estimates for reliability, and if the Service <br />accepts them and all recovery criteria are met, downlisting could be proposed as early as 2006 <br />and delisting could be proposed as early as 2013. This estimated time frame is based on current <br />understanding of the status and trends of populations and on the monitoring required meeting the <br />downlisting and delisting criteria. <br /> <br />26 <br /> <br />. <br /> <br />. <br /> <br />. <br />
