.

.

.

-.

Non-Reimbursable Application - CWCB Construction Fund

Form Revised August 2004

5. Explain why you are requesting a grant, instead of a loan. (The Construction Fund exists primarily to
provide low interest loans for the construction or rehabilitation of raw water projects. Non-
reimbursable investments are approved only when the project or study is of statewide interest and
benefits a wide range of people and organizations, and/or a large geographical area.

I The CWCB staff is requesting a non-reimbursable expenditure for the Flood Response Fund since
activities within the 5 major program elements are 1) Staff initiated, 2) Required by Statute, 3)
Endorsed by the Board several years running, and 4) Provide valuable technical information for
citizens of the state. To our knowledge there is no other source of funding available through other
means to assist with the goals of the Flood Response Fund.

The justification for extending the previously authorized $150,000 up to the requested $300,000 is
due in part to increasing costs of doing business since the fund was first authorized over 5 years ago.
More importantly, additional capabilities have been added to the program including a web-based
Daily Flood Threat Bulletin for statewide use that enhances National Weather Service products and
provides tailored regional flood outlooks. We have also seen an increased need to re-evaluate flood
hydrology and hydraulics for use in floodplain studies that become part of Colorado's Map
Modernization program. Actual flood events along with additional collected data assist with updating
older information.

I

~_______.___._u_.--_-__.__...._-..--_ .__ n_u._________.______._ .____.n.._ ._.__._ .___ .._. __.____.J

6. The
CWCB has good working relationships with many qualified firms in addition to expertise
provided by the Corps of Engineers, the USGS, and other study partners. Some of the work can
also be completed in-house as well to further help leverage grant dollars.

!.. .. .. ____ _.. .___.. ._ _. _ ._.u._. . ._.. ._ _ _ _

!
.-.

7. List any feasibility study or scope of work that has been completed or is now in progress for the
proposed project or study. (Submit one copy with this application):

The CWCB has a number of completed flood documentation reports that have been highly
useful and often praised by the floodplain community as a whole. Several important post-
wildfire hydrologic and hydraulic analyses have been completed for wildfire such as Hayman,
Coal Seam, and Missionary Ridge where significant increased flood and debris flow hazards
i resulted. The CWCB completes flood documentation studies for major events in Colorado as
they occur. All ofthis information is made available to the general public via the Internet and
the CWCB's Imaging System.
