The original investment in the 2003 Construction Fund Bill was
$500,000 and these dollars are used to leverage against federal grant dollars and local
matching dollars for Map Modernization activities in Colorado. So far, the CWCB has
encumbered or pledged matching dollars for new digital floodplain maps in Denver,
Douglas, Boulder, Adams, Arapahoe, Jefferson, Larimer, Fremont, Clear Creek,
Montezuma, Mesa, Eagle, Pueblo, Teller, LaPlata, Weld, Archuleta Counties and the City
of Boulder. FEMA has granted well over $3 million thus far for Colorado floodplain map
modernization projects. We anticipate an excellent chance for continued substantial FEMA
funding in Colorado during the next several years and beyond, with total allocations
expected to reach over $10 million.

Please explain why you are requesting a non-reimbursable, instead of a loan. (The
Construction Fund exists primarily to provide low interest loans for the construction or
rehabilitation of Raw Water Projects.
