The <br />legislation establishes the Water Supply Reserve Account (Account). Pursuant to the legislation, the <br />Colorado Water Conservation Board (Board) has a number ofresponsibilities including the requirement to <br />jointly develop, with the Interbasin Compact Committee (IBCC), criteria and guidelines for allocation of <br />funds from the Account. <br /> <br />The Board was provided with an overview of the initial draft criteria and guidelines at your July 2006 meeting <br />and staff requested that the Board authorize staff to work with the joint Board and IBCC subcommittee and <br />the full IBCC and basin roundtables to develop a final draft. The mcc was provided copies of the draft <br />criteria and guidelines and staff led a discussion of the document at the August mcc meeting. At the time of <br />the writing of this memo staff is still obtaining comments from the basin roundtables and the subcommittee is <br />scheduled to meet on September 15. Staffs goal is to incorporate comments from the subcommittee and <br />roundtables prior to forwarding a revised draft to the Board. Given the schedule it is not possible to include a <br />revised draft with this memo. Staff will provide copies of the revised draft a soon as possible following the <br />September 15 subcommittee meeting. <br /> <br />Overall feedback and comment on the criteria and guidelines have been positive. Several important and <br />valuable revisions have been made. There are still several areas where there is not complete agreement and <br />these issues will be discussed at the Board meeting. <br /> <br />Board Action <br /> <br />Staff would like to finalize the criteria and guidelines as soon as possible. Based on comments from the <br />IBCe and initial feedback from the roundtables it may not be possible to request that the Board adopt final <br />criteria and guidelines at the September meeting. However, staffwill make every effort to develop a "final" <br />document for Board discussion at your September meeting. <br /> <br />Flood Protection. Water Supply Planning and Finance.
