<br />The Johnson and Edwards Ditch Company operate the Johnson and Edwards Ditch to delivery irrigation
<br />water to a 3,000 acre service area. This project involves the construction of I recharge well, pipeline .
<br />installation, 2 recharge ponds, and the purchase of reservoir water. This project will generate sufficient
<br />augmentation credits to cover the Company's depletions from the 12 wells they are currently operating. All
<br />field work has been completed, with project closure anticipated for November of 2006.

<br />The CCWCD, located in Adams, Weld, and Morgan Counties has a service area of300 square miles. The
<br />Sub district has 650 members with 966 junior wells and has operated an augmentation plan for these
<br />members since 1973. On December 17, 200 I, the Colorado Supreme Court issued a judgment that
<br />changed the manner of operation for substitute supply plans in Colorado. The ruling stated that the State
<br />Engineer did not have the legal authority to approve substitute supply plans. The Court also stated that
<br />substitute supply plans, such as the one operated by CCWCD would either have to file for a decree in
<br />Water Court or follow new Rules and Regulations to be issued by the State Engineer. This ruling has
<br />required CCWCD to acquire more senior water rights as well as build additional storage to augment out-
<br />of-priority diversions. CCWCD is in the process of acquiring additional senior water rights. To-date the
<br />District has been approved for 3-separate loans, $15,000,000, $5,000,000, and $20,000,000. The
<br />$20,000,000 loan was recently approved at the November 2004 Board Meeting, for a total project loan
<br />authorization of $40,000,000. The $15,000,000 and $5,000,000 were substantially completed in June of
<br />2005. Central has completed efforts for the GMS Sub-district and are currently working on
<br />improvements to the WAS Sub-district. The WAS project is approximately 70% complete. .

<br />The Town of Akron provides domestic water to 1,711 residents, with approximately 880 taps, residential and
<br />commercial. Ten wells feed into a 1.5 million gallon above ground storage tank, constructed in 1996, for
<br />treatment and distribution. Given the low production of the existing well, this project will add 2 new wells
<br />with 8,300 linear feet of ductile iron transmission lines to the town's existing system. The Town of Akron
<br />has completed the 2 new wells, the adjoining pipeline, and the remote telemetric system to operate the pumps
<br />from the Town Offices. The project is complete, with project substantial completion scheduled for October
<br />of 2006.
