<br />1 <br /> <br />, <br /> <br />. <br /> <br />In the past, the SJWCD has sponsored the two phases with full support and <br />cooperation with the CWCB, SWWCD, Archuleta County, DWR, DOW. <br />NRCS, and of course, the LBPOA. This past year, the LBPOA applied for <br />and received an NRCS EQIP Grant in the amount of$95K. This Grant <br />differs from the previous EP A Grants in that the required match is cash 50- <br />50 split versus a 60-40 split of the EPA. The EPA Grant allowed in-kind <br />contributions while the NRCS Grant does not. <br /> <br />Therefore, in order to be able to use the NRCS Grant, the LBPOA must <br />obtain the necessary matching funds amounting to $95K. We propose to do <br />this as follows: <br /> <br />LBPOA $12,000 [approved] <br />Archuleta County 8,000 [pending] <br />SJWCD 25,000 [pending] <br />SWWCD 25,000 [pending] <br />CWCB 25,000 [pending] <br /> <br />. <br /> <br />The LBPOA has proven in the past that we are an organization that takes <br />seriously the use of the people's money. In 2004, we asked the CWCB for <br />an additional $80K [in matching funds] so that we might finish the last 3.4 <br />mile of Phase 2. You approved our request and as it turned out, that $80K <br />would very nearly have been sufficient to complete the project. However, <br />we approached the SJWCD, SWWCD, and our own LBPOA coffers to share <br />the necessary match for the Federal NRCS Grant we had received. This <br />resulted in returning to you approximately $26K of the $80K that you had <br />granted us. <br /> <br />As we begin Phase 3, we are asking for cash commitments from the <br />aforementioned organizations and agencies so that we might restore an <br />additional 1-11/4 miles of the Blanco River. Presently, there is no rock <br />source available so project work will not likely begin before next spring. <br /> <br />Should the CWCB grant our request, we assure you we will apply the <br />monies diligently to the purpose intended. <br /> <br />. <br />
