I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
'I
1.1

conservation may not be as appropriate because the water supply and infrastructure are already in
place to serve the existing population and subsequent water demand.

Following is an overview of the City's conservation goals, proposed conservation measures, benefit
cost analyses, and their proposed implementation schedule.

CONSERVATION GOALS

The four primary goals for expanding the City's conservation program include:

. Reduce future operating costs.
. Enhance future water supplies.
. Enhance public relations and education.
. Satisfy current and future regulations.

The City of Greeley prides itself with its ability to acquire and develop an adequate water supply
to meet the needs of growth and development. With new water supplies not as readily available
as in the past, and with new requirements of Federal agencies that can impact current supplies, the
City and its Water and Sewer Department view conservation as an important element of integrated
resources planning. Through an integrated planning approach, the City will incorporate expanded
conservation efforts with water supply planning, demand management and public interaction.

During the development of this report, the City has interacted with the public through several
different channels. First, a public open house was advertised and held on May 26th. S~nd, a
public sUIVey was mailed to 2,200 randomly selected residential customers within the City limits, and
third, this report draft has been presented for public comment and review. Each of these activities
provide the Water and Sewer Department staff with insight to the public interest and concerns
surrounding water conservation. Results of these activities will impact the final development of the
City's conservation plan.

CONSERVATION PROGRAM DEVELOPMENT

As presented in Chapters 5,6, and 7, conservation program development occurred in several steps
or stages. First, City and consultant representatives reviewed a long list of conservation measures
employed by other municipalities for their applicability to the City of Greeley and their alignment
with the Water and Sewer Department's goals and objectives. From the long list, a short ~t of
measures was developed, refined, and further evaluated through a simple benefit-cost analysis. The
resulting conservation measures include the following:

Residential Measures

Conservation Plumbing Ordinance
Voluntary Home Water Audit Kits
Showerhead Exchange Measure
Toilet Rebate Measure
Voluntary Low Water Use Landscaping, Xeriscape

Commercial/Industrial Measures

Conservation Plumbing Ordinance

GREELEY.au

1-2

r~ 23, 1994
