..."'. .

....

Water Rate Structures

A revision of the City's utility rates is currently in progress which may significantly effect the
existing water rate structure. Conservation and incentive measures will be considered.

Regulatory Measures

The current code of ordinances, as described in Section 3, include:

Section 12-59 . Water department created; duties of City Manager; Power of City Council.
Section 12-60. Customer to abide by contract.
Section 12-61. Use of water during fire alarm prohibited.
Section 12-62. Sprinkling restrictions.
Section 12-63. Priority of City users over outside users.
Section 12-64. Standpipes and fire lines.
Section 12-65. Metered service.

Possible future ordinances:

a) Water rate structures designed to encourage water use efficiency in a fiscally
responsible manner;
b) Regulatory measures, including standards for the use of water use efficiency fixtures
and landscapes; and
c) Incentives to implement water use efficiency techniques, including rebates to
customers or others to encourage the installation of water use efficiency measures.

Incentives to Implement Water Use Efficiency Techniques

Rebate incentives to implement water use efficiency techniques cannot be institutionalized at this
time due to budget restrictions. This will be considered in the future when resources are
available for providing incentives.

Other Water Management Activities

Because the City has ample water rights, adequate raw water storage and reliable filtration
capacity, the potential for expansion of the City's water system lies in possible improvements to
its water transmission line and its treated water storage system. The transmission line capacity
could be enhanced by replacing smaller sized valves (within each pressure reduction station
along the transmission line route) with larger valves which would increase' the volume of water
that could be delivered to the storage tank system.

Additionally, the need to replace the smaller diameters of the transmission line with larger
diameters will increase the capacity of the transmission line.

-13-
