City of North glenn Water Conservation Plan

and 68 municipal accounts. Table 1 provides the number of customers by type of
account, i.e., customer class, and the Equivalent Residential Units (EQRs) for
each. The City defines an EQR as the average annual volume of treated water
supplied to an average, detached-single-family residential-unit account within the
City. EQRs are updated annually, and are calculated as the five year rolling
average of annual water consumption by single-family accounts divided by the
number of single-family homes. During the 2001 to 2004 period, the number of
accounts increased by 232 and EQRs increased by 6.5% during the same period.

Table 1: 2001 and 2004 City of Northglenn Water Users by Account Type

Single Commercial
Family Townhome Apartment Ilndustrial School Municipal Total
E 1# of Accounts 8,697 783 110 364 26 65 10,045
~ I EQRs 8,621 727 2,199 1,980 425 578 14,530
~ 1# of Accounts 8,809 864 137 375 24 68 10,277
~ I EQRs 8,803 834 2,467 2,315 384 666 15,469

The City began implementing water conservation initiatives late in the summer
of2001. In 2002 a multi-year, regional drought began, prompting the City to
adopt drought mitigation measures. A discussion of specific measures can be
found in section 2.3. Water use data for the City is presented in Table 2 and
Table 3 and Figure 2. These data were selected to reflect two distinct periods.
2000-2001 illustrates pre-drought conditions and initial implementation of
conservation measures. The 2003-2004 period includes the effects of both water
conservation and drought mitigation measures. The drought mitigation measures
included lawn-watering restrictions of2-3 days per week accompanied with time
limitations on watering days. The restrictions were less severe with time. In
addition to the City's water conservation and drought mitigation measures,
favorable weather and precipitation patterns influenced water usage, especially in
the summer months of2004. Total annual water use declined from 1,737 million
gallons to 1,388 million gallons over the 2000 to 2004 period, a decrease of
20.1 % or 349 million gallons. The decrease in use from 2000 to 2001 was 4.7%,
a savings of 83 million gallons.

5
