<br />City of Northg1enn Water Conservation Plan <br /> <br />1. Background <br /> <br />1.1. Introduction and Summary <br /> <br />The Colorado Water Conservation Act of 1991 (House Bill 91-1154) requires <br />that providers who annually supply over 2,000 acre-feet of water to retail <br />customers submit a water conservation plan to the State Office of Water <br />Conservation. House Bill 04-1365, passed in 2004, increased the elements which <br />must be considered when creating a water conservation plan. This plan is <br />submitted by the City of Northglenn (the City) in accordance with the <br />requirements set forth in House Bills 91-1154 and 04-1365. <br /> <br />The City of Northg1enn recognizes the value of its water resources and the need <br />to use these resources as wisely as possible. Conserving water can extend the <br />water supply for future generations and reduce the risk of water shortages. <br /> <br />It is the policy of the City to manage its water supply and distribution systems so <br />as to minimize waste and encourage the efficient use of its water supply. The <br />purpose of this Water Conservation Plan is to provide policies and guidelines for <br />ongoing and future water conservation activities of the City. In addition, drought <br />mitigation measures, which may be enacted in response to drought conditions, <br />are presented in section 2.3.10. <br /> <br />This Water Conservation Plan was developed under the direction of the City of <br />Northglenn's water resources staff. Input was solicited from City Council and <br />Northglenn residents and integrated into this plan. <br /> <br />1.2. Service Area Characteristics <br /> <br />Northg1enn is located nine miles north of Denver, Colorado in western Adams <br />County (see Figure 1). The City began as a planned community in the spring of <br />1959, when a housing and land development firm finalized plans for a large <br />housing subdivision north of the Denver Metropolitan area. The vision of a well- <br />balanced community included acres of open space for park and recreation <br />development along with residential, industrial, educational and commercial <br />plans. From the first residential development in 1959, Northglenn has grown to a <br />home rule City with a population of37,176 encompassing 7.5 square miles of <br />land. <br /> <br />3 <br />
