<br />Outstanding Issues <br />Which Impact Conservation Efforts <br /> <br />Pueblo Dam-Safety of Dams Review and Storage Restriction- The on going Safety <br />of Dams investigations at Pueblo Reservoir and the resulting storage restrictions hinders <br />some the current water conservation efforts of the District. The Winter Water Storage <br />Program has, for the first time in many years, foregone storage in Pueblo Reservoir <br />because limited space and the possibility of a spill. The District's most immediate <br />objective is to work with the Bureau toward fixing the Safety of Dams concerns and <br />restoring the Reservoir's original conservation storage levels. Over the next several <br />months the District will work with the Bureau on a final design for repairs, and negotiate <br />a Safety of Dams Repayment Contract. <br /> <br />Ability to Pay Study-Project Water Rates- The outcome of the 1998 Ability to Pay <br />Study is not yet determined; however, the Study will have a impact on future Project <br />Water rates and may require the District to consider a policy change regarding municipal <br />and agricultural rates. Presently, the District charges the same rate to municipal and <br />agricultural water users. The Study will also determine the ability of the agriculture water <br />users to contribute toward the payment of a Safety of Dams contract, and the repayment <br />of the existing repayment contract. As the District considers future conservation <br />measures, the timely repayment of the existing contract and pending Safety of Dams <br />contract must be paramount. <br />
