Outstanding Issues
Which Impact Conservation Efforts

Pueblo Dam-Safety of Dams Review and Storage Restriction- The on going Safety
of Dams investigations at Pueblo Reservoir and the resulting storage restrictions hinders
some the current water conservation efforts of the District. The Winter Water Storage
Program has, for the first time in many years, foregone storage in Pueblo Reservoir
because limited space and the possibility of a spill. The District's most immediate
objective is to work with the Bureau toward fixing the Safety of Dams concerns and
restoring the Reservoir's original conservation storage levels. Over the next several
months the District will work with the Bureau on a final design for repairs, and negotiate
a Safety of Dams Repayment Contract.

Ability to Pay Study-Project Water Rates- The outcome of the 1998 Ability to Pay
Study is not yet determined; however, the Study will have a impact on future Project
Water rates and may require the District to consider a policy change regarding municipal
and agricultural rates. Presently, the District charges the same rate to municipal and
agricultural water users. The Study will also determine the ability of the agriculture water
users to contribute toward the payment of a Safety of Dams contract, and the repayment
of the existing repayment contract. As the District considers future conservation
measures, the timely repayment of the existing contract and pending Safety of Dams
contract must be paramount.
