<br />South Arkansas River and its tributaries to protect the Districts <br />ability to serve those areas with supplemental water. The District has <br />made applications to the Division 2 Water Court to decree existing and <br />potential exchanges on these streams. The application made for the <br />Cottonwood Creek exchanges is a joint application by the District, the <br />Upper Arkansas Water Conservancy District, and the Town of Buena <br />Vista. Securing these exchange decrees will allow the District and its co- <br />applicants to provide Project water for direct use by water users, or by the <br />replacement of stream depletions resulting from the pumping of ground <br />water. Schedule: Applications filed and cases pending. <br /> <br />9. Warren Act Amendments-Objective: Pursue amendments to the <br />federal Warren Act laws to allow for the storage of Project Water in <br />non-Project space, and/or the long-term storage of non-project water <br />in Project Space. The district is working with other district from across <br />the western United States in an attempt to secure amendments to the <br />Warren Act which will allow for greater flexibility in the use of Project <br />facilities. Many of the District's water-user constituents are seeking <br />flexibility in the use of Project facilities to help meet their future storage <br />demands. Schedule: 1998 session of Congress or the 1999 session <br />
