<br />quantified, but the TSC offered an alternative to measure seepage loses. <br />Estimates of seepage losses for the Catlin are 25%. <br /> <br />The District plans to work with the Catlin and other ditch companies over the <br />next two years to conduct canal lining demonstration projects, which might <br />serve as a catalyst for possible canal lining projects in the Arkansas Valley <br />(limitations exist due to the constraints ofthe Arkansas River Compact and <br />other administrative requirements). Schedule: May 2000 <br /> <br />3. Communications Enhancement- Objective: Educate the District's <br />constituents about the operation of the Fryingpan Arkansas Project, the <br />role of the Southeastern District in administering the allocation of Project <br />Water, and State and Federal water Conservation efforts through various <br />communication tools. In an effort to conserve our precious water resources <br />and put Project Water to the greatest beneficial use, the District will utilize a <br />Project brochure, a Project video, the Water News newsletter, and co-sponsor <br />the annual Arkansas River Basin Water Forum to educate our constituents <br />about the Fry-Ark Project, key water related issues in the basin, and various <br />water conservation programs of Federal and State Government. <br /> <br />a. "Water News" -District sponsored newsletter-Schedule: Spring and <br />Fall editions each year with a focus on current water issues and <br />information on programs for water conservation <br />b. Project Brochure-Schedule: Available for distribution Spring 1998 <br />c. Project Educational Video-Schedule: Available for use with public <br />meetings Spring 1998. The video will describe the original purpose of <br />the Fry-Ark Project and the current benefits of the Project, including <br />fish & wildlife and recreation purposes. <br />d. Arkansas River Basin Water Forum-Schedule: Winter of each year <br />in alternating locations throughout the basin. The purpose of the <br />Forum is to educate water users and interested citizens about the key <br />water-related issues in the basin. <br /> <br />4. Designation of Water Conservation Coordinator-Objective: Consider the <br />designation of a Water Conservation Coordinator who would be <br />responsible for working with the State Office of Water Conservation and <br />the Bureau of Reclamation to disseminate information on water <br />conservation programs, and to coordinate the implementation of the <br />District's Water Conservation Plan. Schedule: Summer 1998 <br /> <br />5. SE District Water Activity Enterprise-Return Flow Sales-Objective: <br />Maximize the sale and use of Project Water return flows. Return flows <br />from the delivery of first-use Project Water are currently made available to <br />well owners throughout the District as a source for replacement water. <br />
