Ballot Initiatives Affecting CWCB Activities
There will continue to be ballot initiatives which reflect a perception that government is
not responsive to public concerns. Some of these initiatives may affect CWCB's operations,
including limits on state spending, changes in the permissible uses of lottery funds, constraints
on the diversion of water from one basin to another, and introduction of the "public trust"
doctrine into Colorado water law.

Weare aware that Colorado law and government are always in a state of change and
accept that CWCB programs and management will need to remain flexible.
