CWCB members and staff. <br /> <br />Ballot Initiatives Affecting CWCB Activities <br />There will continue to be ballot initiatives which reflect a perception that government is <br />not responsive to public concerns. Some of these initiatives may affect CWCB's operations, <br />including limits on state spending, changes in the permissible uses of lottery funds, constraints <br />on the diversion of water from one basin to another, and introduction of the "public trust" <br />doctrine into Colorado water law. <br /> <br />Weare aware that Colorado law and government are always in a state of change and <br />accept that CWCB programs and management will need to remain flexible. <br />
