Water Supply Planning and Finance Section - Financial Matters - New Loan Lending <br />Rate Structure for FY 2007 <br />Tape 1, Track 2 00:33 :33 - 00:43 :50 <br />Action: A motion was made by Barbara Biggs and seconded by Don Schwindt to approve <br />staffs recommendation that the Board adopt the schedule of 30-year lending <br />rates based on the Board approved Financial Policy #7, as shown in Table 1 <br />below for all loans recommended to the General Assembly or approved by the <br />Board from July 1,2006 through June 30, 2007. Russell George was not present. <br />Tom Sharp voted against the motion. Water Supply Planning and Finance Section - New Project Loans - Logan Irrigation <br />District - Prewitt Reservoir Emergency Spillway Construction <br />Tape 1, Track 2 00:43:50-01:14:59 <br />Action: A motion was made by Eric Wilkinson and seconded by Don Schwindt to approve <br />staffs recommendation to approve a loan not to exceed $306,419 ($303,385 for <br />project costs and $3,034 for the 1% Loan Service Fee in accordance with CWCB <br />Loan Policy #16), to the Logan Irrigation District from the Severance Tax Trust <br />Fund Perpetual Base Account, to construct a new emergency spillway for Prewitt <br />Reservoir. The terms of the loan are 20 years at 2.35% per annum. Security for the <br />loan will be a pledge of Logan Irrigation District annual assessment levy revenues. <br />The final approval of the loan will be conditioned upon all other standard <br />contracting provisions of the CWCB. Further, the following conditions shall apply: <br />1. A special agreement among the three parties shall be executed that <br />addresses specific loan responsibilities of the parties, and recognizes <br />CWCB as a 3rd party beneficiary. <br />2. The authority to assume the proposed indebtedness, shall be approved <br />by the LID electors in accordance with the applicable provisions of the <br /> <br />Flood Protection.
