<br />e <br /> <br />e <br /> <br />e <br /> <br />Water conservation information were distributed to the residents in the monthly water <br />bills and on the public access television channel. Town Board meetings were <br />broadcasted on the local channel. The Board conducted numberous water conservation <br />informational sessions during their meetings. <br /> <br />Meter readings without lawn watering, will be used for comparison with historic usage <br />figures. The final report is compiled based on the collected data. <br /> <br />Conclusions: <br /> <br />We went into this project hoping to learn more about our water usage and water system. <br />We have learned that some past installations were done incorrectly and know that future <br />installations must be done correctly to adequately measure water usage. We also found <br />out through this process that we do not have adequate shut-of valves or drawings of the <br />older lines. Which would have been beneficial during the installation process. <br /> <br />Empire has had minimal growth and an adequate water supply. There is presently no <br />incentive to actively pursue water conservation activities. In reviewing the water <br />conservation measures listed in House Bill 1154 we find that implementation of these <br />measures does not provide a cost benefit to the Town of Empire at this time. <br /> <br />Following is a list of recommendations based upon our experiences with this project: <br /> <br />1. <br /> <br />Establish community and residential involvement prior to project. If the project <br />requires residential installations acquire permission in advance. <br /> <br />2. Provide adequate funding to cover capital costs up front. <br /> <br />3. Layout in advance all work duties and their estimated time to complete. Using <br />this information, designate staff members as needed. Allow for unexpected <br />delays. <br /> <br />4. Prior to grant contract, establish a reliable resource for contracting and <br />installation. <br /> <br />5. Establish a plan for installation of meters and water conservation devices. Also, <br />establish a meter reading schedule in advance. Have meters read for a set period <br />oftime prior to installation of conservation devices to be able to establish <br />correlation to water usage. <br />
