<br />e <br /> <br />e <br /> <br />The need for this project stems from a number of major water-related <br />issues confronting the Town and the Town's people, as well as from our growing <br />awareness of the vital importance of water conservation as a means of insuring <br />the community's future growth and development. Due to continuing, severe <br />budget constraints, the Town is requesting a grant from the Colorado Water <br />Conservation Board's Construction Fund in order to implement this necessary <br />water conservation project. <br /> <br />This funding will enable the Town to conduct a thorough study of water <br />use patterns in the community; and the statistical information gathered will be <br />evaluated and used to promote improved water use efficiency in the Town. The <br />Trustees view the proposed measures as absolutely vital to their short-term and <br />long-range planning efforts. <br /> <br />~ the need <br /> <br />The Town of Empire is facing a costly modification to its waste water <br />treatment facility to comply with water quality regulations mandated by the State. <br />Operation of the Town's alternate water source, a deep well used in times of <br />short supply, is increasingly expensive and produces a less than desirable, higWy <br />mineralized, water supply. Exacerbating the problem is the common practice of <br />running a tap to prevent the freezing of inadequately insulated and antiquated <br />plumbing in this community of 1880 and turn-of-the century homes and mobile <br />homes. <br /> <br />In light of the escalating costs of providing water service in Empire, the <br />Trustees view conservation as the logical and only avenue available to insure that <br />the citizens receive reasonable and equitable water service now and in the future. <br />With technical assistance and funding from the State Office of Water <br />Conservation, the Town proposes to implement an educational program of water <br />conservation awareness and practices in the community, and to develop a cost <br />effective system of water delivery.
