~

The third phase of our plan is to procure another well and pumping facility. We have in
mind the southeast corner of town as additional development in that area is expected in the
near future.

The Board of Trustees feels that the tracking of the results of the proposed improvements
will be seen immediately in the reduction of the number of gallons pumped through our
system. We are intent upon setting up "staging areas" for monitoring specific results of our
efforts through various pumping gauges. Some will be on individual residences and
businesses and others will be directly on 24 hour gauges on our reservoirs and other
strategic areas. They will be a combination of monitoring the number of gallons pumped
and the pressure in various areas.

We will keep our customers informed on the progress of our efforts through our monthly
newsletter; the school, through public education programs with the science classrooms; and
our own PEG system through our local cable tv provider, TCI. We are currently working
on our franchise which includes a camera system to produce our own videos and the
broadcasting of our government's meetings on various subjects.

We employed a local retired, well respected engineer, a Mr. Leo Fontenot, this last year
to help assess our water system. Mr. Fontenot has a wonderful background in water
treatment design and implementation around the world for the Dupont Corporation as well
as other companies. He brought to our team a wealth of knowledge and resources and
continues to be a volunteer in our community for the town in our various projects.

We would like to end up with Del Norte being an example of what a small community can
accomplish and provide to it's customers. We would like to invite other communities to call
upon our resources, results and information gathered as we would like to share what we
have gained with other communities. We anticipate this first phase of our projects to be
completed by December 1998. The well work and two pressure reducing valves in
conjunction with a new main line extension will be completed by year end 1997.

Thank you for your consideration to our grant request for $5,000. If you have any
questions please feel free to call us at 719-657-2708.

Respectfully,

The Board of Trustees

~~~,}
Mayor Dennis urp'y, Jr.
{96wfrgr8DI}
