INTRODUCTION

A. Purpose of Study

During the last few years there has been growth pressure within the Town of Del Norte that has
resulted in new questions regarding the adequacy of the existing mlll1icipal water supply and
distribution system. In response to this pressure for growth a subdivision has been proposed on
the east side of Town with a potential of approximately 114 water connections consisting of 45
single family residents, 37 commercial and a 32 unit multifamily unit. Last year additional water
needs also become apparent when the voters passed a school bond issue authorizing construction
of the a new middle school and new high school gym.

Purpose of this study was two fold; 1) tabulate present water needs, project future needs and
compare those needs with the capacities of the existing water supply and distribution system, 2)
if improvements to the water supply and distribution system were fOlll1d to be needed, prepare a
list of improvements and related construction cost estimates.

B. Area Served

In addition to the area within the corporate limits, Del Norte sells water to the West Del
Norte Water and Sanitation District and a few individual users immediately adjacent to town
limits. At the present time the water system serves :f:800 corinections within the Town or
immediately adjacent thereto and :f:65 connections in the West Del Norte Water and Sanitation
District. A sketch of the service area is included as Figure 1.

The population of Del Norte according to the 1990 census was 1674 people. There was a slight
decline in population within the Town from the 1980 to the 1990 census, however there has been
and there is evidence of slow growth within the Town. Based on this information, the present
population of the Town was estimated to be 1750 people.

II. EXISTING WATER SYSTEM

A. Sources of Water Supply

At present Del Norte has three sources of mlll1icipal water supply. Surface water is
obtained from Pinos Creek through a water treatment plant and transmission pipeline and ground
water is obtained from two wells and pumping facilities located on the west side of Town. The
approximate location of these major water supply components are shown in Figure 1.

The existing wells were designed with pumping capacities of 720 gallons per minute
(g.p.m.) and 900 g.p.m. Both wells presently have pumping capacities of approximately 750
g.p.m. The primary source of power for both pumping facilities is electricity with auxiliary
internal combustion engines available at both facilities. The south well that is commonly
referred to as well # 1, was drilled in 1951 and produces water that is quite hard with

3
