<br />P ART I - Agency Information <br /> <br />The Town of Calhan is a community of approximately 700 residents located 34 miles <br /> <br />northeast of Colorado Springs. Calhan has a Council-Manager form of government with a <br /> <br />seven-member city council, headed by Mayor David Woolsey and Town Manager Jonathan Batt. <br /> <br />The growth on Colorado's front range is impacting the community and creating a strain on the <br /> <br />Town's water and wastewater infrastructure. Drinking water is drawn from three deep wells in <br /> <br />the Laramie, FoxIHill, and Arapahoe aquifers. One alluvial well irrigates several parks and <br /> <br />schools. In addition to population growth, the Town hosts the El Paso County Fair which attracts <br /> <br />40,000 visitors for a week-long rodeo and fair. <br /> <br />Despite its small size, the Town is active in pursuing innovative and practical solutions to <br /> <br />resource allocation and conservation. For example, a collaborative effort between the Town <br /> <br />Manager and the State Department of Health and the Environment resulted in a pilot Wellhead <br /> <br />Protection Plan designed to identify potential source contaminants and preserve the quality of <br /> <br />drinking water. In addition, the Calhan wastewater treatment facility, constructed in 1995, <br /> <br />received regional attention in the Colorado Springs Gazette and Denver Post for using aquatic <br /> <br />plants to polish wastewater. The effective purification process has enabled the potential reuse of <br /> <br />approximate 63,000 gallons of water a day. <br /> <br />In keeping with this innovative spirit, we propose to promote the reuse of wastewater in a <br /> <br />local commercial greenhouse and to monitor groundwater levels in the basin to determine new <br /> <br />use impacts and reuse program conservation. In order to bring about these results, we request <br /> <br />$5,000 from the Water Use Efficiency Block Grant Program. In addition to the Colorado Water <br /> <br />Conservation Board grant, the local contribution will total $8,500. This project will encourage <br />
