These specifications will be the standard for building the reservoir,
sizing the pump, building the filtration system/clear well, tying into the
current underground sprinkling system. This service will be contracted out by a
RFP at the same time as Phase 1.

Phase 3 is the actual construction period. For the sake of this proposal,
the logical steps needed to accomplish the goal have been sited. While there
are unknowns, 75% of the information is known which removes much of the
uncertainty from this project. Every expert we have spoken to, including water
engineers, City of Greeley officials, Greeley & Loveland Irrigation Company,
Suburban Ditch Company and Soil Conservation Service, believes this is a long
overdue project that can be completed in a short period of time.

Here is what is known:

a. UNC owns 573.5 acre feet of water, a sufficient amount of water to
meet the entire lawn irrigation needs.

b. The portfolio of water shares owned is a good mixture of water
resources.

c. Greeley & Loveland Irrigation Company will deliver these shares via
their ditch to the 23rd Avenue at Reservoir Road divide box.

d. By paying for running rights of the Suburban Ditch Company, water can
be delivered to the west campus at the east corner of 17th Avenue at
Reservoir Road.

TIME TABLE OF KEY ACTIVITIES:

July 1, 1993
January 1, 1994
January-February, 1994
March-April, 1994
May, 1994
June, 1994

Submit proposal
Negotiated contracts signed
Feasibility Study
Engineering, legal, final design
Begin construction phase
Begin lawn watering season using irrigation
water

The expected results of this project are numerous: (I) UNC will not be
using millions of gallons of treated water from the City of Greeley, (2) the
City of Greeley will save infrastructure costs just in the shear wear and tear

3
