In a letter dated December 12, 2001,
Mr. Joshua Laipply, P.E., MartinlMartin Consulting Engineers, requested that FEMA revise the FIRM,
FBFM, and FIS report to show the effects of new hydraulic and topographic data for the Snake River from
the Keystone Road crossing to approximately 2,500 feet upstream of East Independence Road. With his
December 12 submittal and subsequent correspondence, Mr. Laipply supplied new survey and topographic
data and bridge data for the new West Independence Road crossing, located just upstream of the Paulson
Road bridge. As part of this revision, format changes have been made to the FIRM for your community to
meet current specifications. In addition, we have combined the information previously shown on the
FIRM and FBFM for the affected panels. We have incorporated all essential information previously
shown on the FIRM and FBFM into the new FIRM. Floodway information previously shown on FBFM
Panels 0003a and 0003b and on a portion of Panel 0002 is now shown on FIRM Panel 0137 C.

All data required to complete our review of this request were submitted with correspondence from
Mr. Laipp1y.

We have completed our review of the submitted data and the flood data shown on the effective FIRM and
FBFM and in the effective PIS report. We have revised the FIRM, FBFM, and PIS report to modify the
elevations, floodplain and floodway boundary delineations, and zone designations of the flood having a
I-percent chance of being equaled or exceeded in any given year (base flood) along the Snake River. As a
result of the modifications, the Base Flood Elevations (BFEs) for the Snake River and the widths of the
Special Flood Hazard Area (SFHA), the area that would be inundated by the base flood, and the regulatory
floodway increased in some areas and decreased in other areas. The modifications are shown on the
enclosed annotated copies of FIRM Panel 0137 C, FBFM Panels 0002 and FNDO, Profile Panels 39P
through 45P, and affected portions of the Floodway Data Table. In addition, Profile Panels 39P{a) and
39P{b), which were inadvertently omitted from the effective FIS report, are included with this revision.
This Letter of Map Revision (LOMR) hereby revises effective FIRM Panel 0137 C and FBFM Panel 0002,
both dated November 2, 1994, and effective FBFM Panel FNDO and affected portions of the PIS report,
both dated August 9, 2001.

The modifications are effective as of the date shown above. The map panels as listed above and as
modified by this letter wiU be used for all flood insurance policies and renewals issued for your
community.
