Dear The Mayor Wentzel:

The state Energy and Mineral Impact Assistance Advisory Committee met recently in
Glenwood Springs to review requests for grants and loans from state severance tax and
mineral lease revenues. These revenues are derived from oil, gas, carbon dioxide, coal and
metals extracted in Colorado.

The committee recommended funding for your project. I concur with the committee's
recommendation and am offering to enter into a contract for a grant in the amount of
$300,000. We anticipate these grant funds will be from state severance tax proceeds which
may cause you to go to election to receive and spend these funds. You should confer with
your legal and budget advisors to determine if such an election is necessary.

know, no state funds should be obligated before a grant contract is fully executed.
Expenditures made prior to the contract being fully executed cannot be reimbu~sed by the
state.
