Walcher <br />Executive Director <br /> <br />Rod Kuharich <br />CWCB Director <br /> <br />RE: Loan for Colorado River Raw Water Transmission System <br /> <br />Dan McAuliffe <br />Deputy Director <br /> <br />Dear Steve: <br /> <br />I am pleased to inform you that the Colorado Water Conservation Board (CWCB) approved your Small <br />Project Loan request on July 29, 2003, to construct a new diverSion structure and pump station on the <br />Colorado River, and a raw water pipeline to the Town's existing water treatment facility. <br /> <br />The Board approved aSnia1l Project Loan from the ,Construction Fund in a maximum amount of <br />$707,000 (including the 1% lo~ service charge) with loan ter:rDs of 4.50% per annum for 30 years. I <br />have attached a copy of the uPdated Board memo that includes a section "Action taken by the CWCB <br />on July 29,2003." <br /> <br />When the Board approves a loan there remain severalconditions: <br /> <br />a) A Feasibility Study is reauired. Broce Johnson has reviewed the preliminary study titled <br />"Loan Feasibility of Construction of the New Castle Colorado River Raw Water <br />Transmis.sion System - June 2003." Please continue to work with him to finalize this <br />report. The report, in combination with the CWCB board memo dated July 16, 2003 <br />will meet the requirements of the CWCB Construction Fund Guidelines for feasibility <br />studies. <br /> <br />b) An 8.Poroved contract must be in olace before funds can be advanced. J an lllian will <br />place this project on our con1racting "hot lisf' and will initiate the loan con1racting <br />process. Once the contract is :finaIized the Company may request loan funds to cover <br />eligible project expenses.
