<br />\, <br /> <br />Implementation Schedule <br /> <br />The Town of New Castle is planning to complete the final design by July 2003. <br />Construction is expected to begin August 2003 and to be completed by November <br />2003. <br /> <br />Permitting <br /> <br />There are four portions of this waterline which will be in established SCS <br />floodplain. Physical constraints of Interstate 70, the railroad bed and existing <br />private property make the selected route the most feasible. All necessary permits <br />and notifications are in process with the U.S. Army Corps of Engineers, CDPHE, <br />CDOT, Garfield County and Town of New Castle representatives. New Castle is <br />not currently in the Nationwide Flood Insurance Program and therefore a FEMA <br />floodplain is not established. The design intends to return the construction areas <br />back to pre-construction conditions so changes in current floodplain data should <br />not occur. The proposed sedimentation pond and existing WWTP shall be <br />protected by berms from the 100-year SCS floodplain. The proposed wet well <br />shall be designed to operate in the flood condition with water tight seals on the wet <br />well. <br /> <br />Institutional Considerations <br /> <br />Entities that are, or may be, involved in the design, construction, and financing of <br />the project include: <br /> <br />Town of New Castle: financing and project management. <br />Schmueser, Gordon, Meyer will be the engineering firm of record. <br />Colorado Water Conservation Board (CWCB), Colorado Department of Health <br />SEP program and (potentially) Colorado Department of Local Affairs Energy <br />Impact Grant: financing. <br /> <br />The Town of New Castle will be the lead for the financing, design, and <br />construction of the project and will be the entity entering.into contracts and <br />agreements with the various entities for the services provided by each. <br /> <br />11 <br /> <br />CFLA902 <br />
