<br />Town of Hillrose <br />July 20-21, 2004 <br /> <br />Agenda Item 14b <br /> <br />covered under their plan. The shares provide them a pro-rata share of LP&B coverage. providing <br />approximately 4 AF of consumptive use. The Town has been leasing water to cover the rest of <br />their augmentation needs. In a normal year the Town's consumptive use is about 45 AF. and in the <br />dry year (restricted watering scenario) is about 22 AF. <br /> <br />The Town has purchased. with temporary bank financing. 2 shares of Jackson Reservoir and % <br />share of Riverside Reservoir for use as well augmentation water, and which will have a <br />consumptive use delivery of about 18 AF. This purchase. with the LP&B shares added. provides <br />the Town with the "dry-year" coverage that they are seeking at this time. In the future. they will <br />continue to lease water, explore options to purchase additional water rights or LP & B shares. and <br />possible development of a recharge project. <br /> <br />Feasibility Studies <br /> <br />Brent M. Nation, P.E. of Fort Morgan has completed the feasibility study in accordance with CWCB <br />guidelines. The study includes an assessment of alternatives on how to generate augmentation <br />water supply for the Town. <br /> <br />Town of Hillrose <br /> <br />The Town was incorporated in 1919, and is govemed by a 5 member Board of Trustees, including <br />the Mayor. The Town has a water enterprise fund as well as a separate sewer enterprise fund. <br /> <br />Water Riahts <br /> <br />Hillrose currently has the water right decreed with the one well used by the Town. They also own 1 <br />~ shares of Lower Platte and Beaver Canal Company. The water for purchase is 2 shares of <br />Jackson Lake Reservoir (1901 decree) with a total gross delivery of 32 AF (16 AF consumptive use <br />delivery) and % share of Riverside Reservoir (1902 decree) with a total gross delivery of 4 AF (2 AF <br />consumptive use delivery). The total estimated consumptive use delivery of all purchased rights is <br />18 acre-feet. A through consumptive use analysis will have to be performed to determine the exact <br />usable amount and timing for augmentation. <br /> <br />Proiect Description <br /> <br />A range of alternatives were considered on how to generate an augmentation supply for the Town: <br />1. The no-action alternative. <br />2. Purchase senior water rights to use for augmentation. <br />3. Construct recharge ponds filled using a junior water right. <br /> <br />Alternative 1, No-action alternative - This was not acceptable. The Town is completely <br />dependent on the LP&B plan and leased water. Curtailment or cutting back of irrigated acres under <br />the LP&B plan might be acceptable to a farmer but not to the Town. <br /> <br />Alternative 2, Purchase senior water rights to use for augmentation - This alternative is <br />currently used by many municipalities to meet their augmentation needs. Shares of senior water <br />rights for sale are limited but provide more certainty than junior recharge rights. The cost of this <br />alternative is $76,250. <br /> <br />Alternative 3, Construct recharge ponds filled using a junior water right - This alternative is <br />currently used by many of the farms located along the South Platte. The Town could purchase <br />acceptable ground for the construction of recharge ponds filled either by a ditch system or a <br /> <br />Page 2 of 5 <br /> <br />
