Administrator for the town ofHillrose asked me to submit a <br />letter summarizing my qualifications regarding the value of water rights. That is the purpose of <br />this letter. <br /> <br />I am not a licensed Real Estate Appraiser. I am qualified to represent the value of farm land and <br />related water rights for northeastern Colorado. Exhibit B attached has significance. <br /> <br />I have provided letters of value for irrigated &nos and water rights to local banks, attorneys and <br />CPA's for various purposes. The purposes have been for loans, estate settlements, IRS reports, <br />estate planning and various other reasons of a personal nature. <br /> <br />Water sales range from 200A, to 500A, of my yearly business. My sales generally involve <br />NCWCD, Larimer & Weld, Cache La Poudr~ and Water Supply &. Storage systems. I am very <br />familiar with the few other water brokers or purchasers who operate in the adjacent areas. <br /> <br />My most recent client was a large banking enterprise located along the Front Range. The <br />valuation included all of the water rights from Denver to north of Fort Collins. That appraisal <br />was to be used for loan collateral evaluation.
