<br />Per capita demands in 2004 and 2005 were particularly low, likely attributable to <br />. Community response to regional drought awareness campaigns <br />. Community response to the District's efforts to encourage conservation (see next <br />section) <br />. Relatively high precipitation in 2004, reducing the need for outdoor irrigation <br /> <br />1.2.2 Existing Conseroation Programs and Measures <br /> <br />The District began to implement a variety of conservation measures in 2003. These <br />include retrofit incentives, water restrictions, public education on water conservation <br />measures, and a change to a tiered budget water rate structure in 2004. <br /> <br />Because the conservation measures have not been in place for long, coupled with the <br />wet conditions observed in 2004, it is difficult to precisely quantify the water savings <br />associated with the District's conservation programs. Table 2 shows the change in per <br />capita water usage from 2002 through 2005 and the associated demand reduction. It is <br />important to emphasize that although conservation efforts have attributed to the <br />reduction in per capita usage, they are not fully responsible for the savings represented <br />in Table 2. <br /> <br />Table 2. Table 3 shows <br />the level of participation and estimated water savings to date from these rebate <br />programs. <br /> <br />Table 3.
