The, site, was envisioned as a tourist
attraction, national level competition venue, paddle sports training facility and recreational
amenity for the local community and Western State College.

The proposed site also had several inherent advantages in that the county owned the
land and there was available access and sufficient reach in the riverbed for an excellent
whitewater experience. This stretch was determined to be an ideal venue for a whitewater park
due to its physical nature and its location. The park had the potential to be very dynamic and
concentrate public use in a publicly owned facility.

Uses of the Gunnison Wbitewater Park

Given this set of facts, the following conclusions were made about the Gunnison course:

The Whitewater Park will be very popular and could host numerous events. This project
will distinguish itself from other projects and be a major attraction due to the quantity of water,
water quality, and easy access from many communities in the region. At lowest flows, the
Whitewater Park will mainly be used for beginners and novices to practice their skills on
rnoving water. ' At higher flows, it will be capable of being used for slalom events, play
boating, cartwheeling, Whitewater rodeos, etc.

Use of the Wbitewater Park will occur at many times throughout the boating season.
Special events have been held on the Yampa River in Steamboat Springs, Arkansas River in
Salida, Clear Creek in Golden and Gore Creek in Vail. Similar events could be scheduled in
Gunnison. In fact, one such event is scheduled for May 2003. When flows are adequate, use of
the Whitewater Park for a variety of types of boating occurs including kayalcing, canoeing,
rafting, and inflatables.

8
