' <br />"It cannot speak for itself. It can- <br />not say, 'This is what I want,' but I ' <br />believe the biologists have done , <br />that, ", Kimbler said. "I am in favor ' <br />of the flow recommendations (that <br />will) maintain a, habitat so that <br />these fish can liv~."
