CO 81402-0069 <br />Phone: 970-249-3813 · Fax: 970-249-6630 <br /> <br />SUMMARY OF COMMENTS TO BLACK CANYON CONGRESSIONAL TOUR <br />BY JIM HOKlT <br /> <br />Gunnisun Twmel & Uncompahgre Project <br />The Gunnison Tunnel diverts water from the Gunnison river under a 1904 decree at the <br />upstream boundary of the Black Canyon National Park and is the first diversion <br />downstream of the Aspinall unit. <br />I will be discussing concerns related to the reoperation of the Aspinall unit to meet the <br />Federal reserved right filing for the Black Canyon and their potential impacts to the <br />Gunnison tunnel diversion structure. Also we have concerns that we may have to bypass <br />storage opportunities at Taylor Park reservoir to meet the demands for the 1933 Federal <br />reserved right. <br /> <br />e <br /> <br />AIB lateral <br />The AfB lateral is a perceived hydroelectric project using GunniSOIl tunnel irrigation <br />flows ill the summer and additional diversions in the winter to generate income for <br />improvements on the Uncompahgre irrigation project. The NB lateral has a 1983 <br />conditional decree for hydroelectric purposes. <br /> <br />Project 7 Water Authority <br /> <br />Project 7 is the entity that treats the domestic supply of water for the Uncompahgre basin <br />from south of Ridgway to the city of Delta. Tri-County Water, Menoken Water, <br />Chip eta Water, the town ofOlathe, city of Montrose and Delta all are supplied by Project <br />7. Almost all of Project 7 water supply is exchange water with the Uncompahgre Valley <br />Water Users from our storage decree for Taylor Park Reservoir. <br />OUT irrigation and domestic storage supply could be impacted by the Federal Reserved <br />right. <br /> <br />Delta flooding <br />High releases from the Aspinall unit when tributaries downstream are at their peak can <br />cause flooding problems in the Delta area. I am expecting detailed information from the <br />city of Delta before the August 16 tour. <br /> <br />. <br /> <br />Additional concerns <br />Possible impacts to the 1975 exchange agreement. <br />Depletion's for future growth in the area. <br /> <br />17 <br />
