In addition since the model
must be run twice daily (seed and no-seed) we require doubling the capacity of our PC
cluster. Therefore, we have budgeted for the purchase of additional PC processors.

Scope of Task #5: Perform evaluations

This task involves evaluating model performance. First this involves implementing
updated code for Multivariate Randomized Block Permutation (MRBP) analysis. Then it
involves collecting and assembling observed precipitation at selected sites. Finally it
involves processing those data and computing a monthly mean. Ray McAnelly will spend
1.0 month of his time on that task. Gustavo Carrio will perform MRBP analyses of model
output data to evaluate model performance in forecasting an identified month at selected
sites that are expected to be free from seeding operations and those expected to be within
the coverage of seeded plumes. This will require 1.5 months of his time. Dr. Paul
Mielke will devote 0.25 month to provide us with an updated MRBP code and advice and
assistance on the use of the MRBP analysis approach.

Scope of Task #6: Research study supervision and reporting

Dr. Bill Cotton will serve as Principal Investigator for the research study proposed, and
supervisor of the CSU Team's activities. Dr. Cotton will see that proposed tasks are
performed on schedule, assist in the preparation of draft quarterly and final reports, and
see that the project stays within budget. We budget 0.75 month for this task. He will be
assisted by Brenda Thompson who will compile and edit drafts of the three quarterly and
final reports. She will monitor all project expenditures and provide Dr. Cotton
evaluations of expenditures. She will also oversee the procurement of research materials.
She will also assist in computer system administration including troubleshooting system
malfunctions. A total of 1.0 month of her time is budgeted for these operating costs.

3.2 Project Work Provided as part of the 50-50 Cost Sharing

Colorado Water Conservation Board

Mr. Joe Busto will be the project manager for the proposed WDMP Grant and will be the
point of contact between the CWCB and Reclamation. He will participate in the required
midterm project review and the ending presentation on the overall progress of the project
(solicitation section B.2.3). The CWCB will also be responsible for he overall
administration ofthe WDMP Grant funds and the proposed project, including work
involved with billings to Reclamation and billings from CSU for their work on the
research study. The final drafts of all required reports (technical and financial) will be
prepared and printed by the CWCB, and then submitted to Reclamation. Total time for
CWCB staff working on the project is estimated at about 1.5 months. All CWCB labor
and WDMP Grant administrative costs will be covered by the CWCB as part of the 50-50
cost sharing requirement.

11-18
