<br />2.3 No-cost Evaluation by Seeding Contractor
<br />
<br />The Denver Water Department program's seeding contractor, Larry Hjermstad, proposes
<br />the testing ofa currently utilized Seeding Response Model developed by Western
<br />Weather Consultants (WWC) to evaluate operational seeding programs. Since this model
<br />was based upon similar results found from evaluating both the Colorado River Basin
<br />Pilot Project (a randomized research seeding program) and the Vail Seeding Program (a
<br />long-term operational program), this evaluation tool is worthy of testing. We would be
<br />looking for both a comparative (CSU RAMS and WWC Model) amount or percentage
<br />change of the natural forecast precipitation and evaluate how this amount or percentage
<br />changes with respect to average directional storm movement through the region or cloud
<br />types being seeded. WWC will provide the meteorological data for the test as part of the
<br />operational data. The purpose of this analysis is to compare with what the model
<br />estimates at the same observation sites.
