<br />. <br /> <br />. <br /> <br />Back2round <br /> <br />The initial feasibility study for the project was completed in October of 1987 by Western <br />Engineers of Grand Junction. The Western Engineers study proposed a pipeline route <br />essentially parallel to the existing pipeline but bypassing the existing 2, 100-foot long <br />tunnel. The cost of the project was estimated at about $16.7 million. <br /> <br />The preliminary project configuration and $16.7 million cost estimate from the Western <br />Engineers study were presented to the Board in December of 1987. The Board <br />recommended to the legislature a loan of $8.0 million from the Construction Fund to the <br />District. The $8.0 million in funding was subsequently authorized by the legislature in <br />1988 in SB-30. <br /> <br />Since 1988, a total of about $1.6 million has been disbursed from the $8.0 million <br />authorization, as shown in Table 1, leaving a remaining balance of about $6.4 million for <br />design and construction. <br /> <br />Table 1 - Summary of Disbursements from 1988 Loan Authorization <br /> <br /> <br />$8,000,000 <br />-$62,500 <br />-$400,000 <br />-$1,110,349 <br />$6,427,151 <br /> <br />A second feasibility study was completed in 1991 by Steffen Robertson and Kirsten, Inc. <br />(SRK) of Lakewood. The SRK study recommended a somewhat different pipeline route <br />to include a 3,000-foot long tunnel adjacent to the existing tunnel. In April of this year, <br />eweB staff prepared a Feasibility Study Update for the project using more recent <br />information as summarized below. <br /> <br />Environmental Impact Statement <br /> <br />In several locations along its route, the existing Plateau Creek Pipeline crosses lands <br />administered by the Bureau of Land Management (BLM). The District has a right-of-way <br />(ROW) for the existing pipeline but will have to obtain a ROW permit for the new line <br />which, as a major federal action, requires documentation under the National <br />Environmental Policy Act. . <br /> <br />In December 1994, the District retained Camp Dresser & McKee, Inc. of Denver to begin <br />the preliminary engineering, permitting, and environmental analyses for project <br />implementation.
