The Town is requesting a loan in the amount
of $2,627,000 (100% of the estimated total project cost).

DATE:

BACKGROUND

Morrison's raw water supply is provided by senior water rights on Bear Creek. The Town has an existing
diversion structure on Bear Creek, a raw water pipeline, and a raw water reservoir with a capacity of 29
acre-feet. The Town's existing diversion structure is in poor condition and is vulnerable to damage during
floods. The transmission line from the diversion structure to the Town is prone to freezing in the winter
months and is susceptible to rock slides along various reaches. Storage capacity in the existing raw water
reservoir provides only a small margin of emergency water supply.

The Town is proposing to essentially replace the entire raw water system with a two-part project which
would consist of:

Segment I: A new diversion structure on Bear Creek, a new sand trap, a pump station, and 1,740
feet of transmission line to the existing water treatment plant and raw water reservoir. The total
estimated cost for Segment I is $672,000.
