<br /> -- - -- <br />. <br /> ARTICLE IV <br /> COUNCIL PROCEDURE <br />Section 4.1 - Regular Meetings: <br />The Cit1 Council shall meet in regular council sessions for <br />business at east twice each month at a day and hour to be fixed <br />by the rul es of Council. The Counci 1 shall determi ne the rul es <br />of procedure governing meetings. The first meeting following <br />each general municipal election in January next following elec- <br />tion shall be the organizational meeting of the council. <br />section 4.2 - special Meetings: <br />special meetings shall be called by the city clerk on the <br />written request of the Mayor or of any two members of the Coun- <br />cil, or the City Manager, on at least 24 hours written notice to <br />each member of the council, served persona 11 y or 1 eft at hi s <br />usual place of residence; a special meeting, however, may be <br />held on shorter notice if a quorum of the Council consents. <br />Section 4.3 - Business at Special Meetings: <br />No busi ness shall be transacted at any speci a 1 meeti ng of <br />the Council unl ess it has been stated in the noti ce of such <br />meeti ng. Any other busi ness whi ch may 1 awfull y come before a <br />reTular meeting other than that for which a special meeting was <br />ca led may be transacted at a special meeting if all the members <br />of the council present consent. <br />Section 4.4- ouorum-Adjournment of Meeting: <br />A ma~ority of the members of the council in office at the <br />time shal be a quorum for the transaction of business at all <br />Council meetings, but in the absence of a ~uorum those present <br />may adjourn any meeting to a later time or ate, and in the ab- <br />sence of all members, the City Clerk may adjourn any meeting for <br />not longer than one week. <br />Section 4.5 - Meetinas to be Public: <br />All regul ar an speci a 1 meeti n~s of the counci 1 shall be <br />open to the public and citizens shal have a reasonable opportu- <br />nity to be heard under such rules and regulations as the Council <br />may prescribe, provided, however, that council may meet in ex- <br />ecutlve session for the following purposes: <br />(a) personnel matters. <br />(b) Review of applications fo ranch appoi nti ve pos i ti on ; <br />interviews and appointments shall be con ucted at an open meet- <br />ing. <br />(c) claims against the City, whether in litigation or oth- <br />erwise. <br />Cd) Legal consultation and advice. <br />(e) Litigation. <br />
