<br />. <br />shall serve as Mayor. TwO council Members shall be elected from <br />each of the four districts. The Mayor shall be elected, as here- <br />inafter provided, from the City at large. <br />Section 3.2 - The Ma,or: <br />(a) The Mayora candi date recei vi ng the hi ghest number of <br />votes shall be elected Mayor. <br />(b) The Mayor shall ~reside at meetings of the City Coun- <br />cil and shall exercise suc powers and perform such other duties <br />as are or may be conferred and imposed uhon him by this charter <br />or the ordinances of the city. He shall ave all of the powers, <br />rights, privileges and obligations of a council member. He shall <br />be recognized as the head of the Cit1 Government for all ceremo- <br />ni a 1 and 1 ega 1 pu rposes and he sha 1 execute and authenti cate <br />legal instruments requiring his signature as such official. <br />section 3.3 - Mayor Pro-Tem: <br />The mayor pro-tem shall be elected by council from its own <br />membershi~. said election shall take place at the organizational <br />meeting ollowing each general municipal election. The mayor <br />pro-tem shall serve until the next organizational meeting unless <br />sooner removed by a majority vote of the entire council. In the <br />absence or disab,lity of the mayor, the mayor pro-tem shall per- <br />form all duties and have all powers of the mayor. In the event <br />of a vacancy in the offi ce of the mayor pro-tem, the counci 1 <br />shall choose a successor. <br />Section 3.4 - Terms of office: <br />At the November 5, 1985 Regular Election, Two (2) City <br />Council members shall be elected from each of the four districts <br />and the Mayor shall be elected at large. The candidate for Coun- <br />cil man in each di stri ct recei vi ng the hi ghest number of votes <br />shall be elected for a four (4) year term and the candidate for <br />Councilman in each district receiving the next highest number of <br />votes shall be elected for a two (2) year term. The Mayor shall <br />be elected, at the November 5, 1985 election and every four (4) <br />years thereafter, for a four (4) year term. At the next subse- <br />quent Regular Election and at each Regular Election thereafter, <br />one Councilman from each district shall be elected to serve a <br />four (4) year term. Elected officials shall assume office at the <br />first regular meeting of the City Council held in January next <br />following their election. <br />Section 3.5 - Qualifications: <br />Each Council member and the Mayor when nominated and <br />elected shall be a qualified elector of the city, and shall have <br />resided in the City for a minimum of one year immediately pre- <br />cedi ng such el ecti on. In addi ti on, the Council Members repre- <br />senti n~ each of the four di stri cts when nomi nated and el ected <br />shall ave resided in their respective district a minimum of 32 <br />days immediately preceding nomination. <br />
