<br />Attachment #5 <br />Qualifications of Persons Providing In-Kind Services <br />Kelly DiNatale, P.E. - CDM Consulting <br />Mr. DiNatale is the project lead on the City ofNorthglenn's Integrated Water <br />Resources Management Plan. He has 25 years of experience working on a variety of <br />water resources, water rights, water quality and reuse projects throughout Colorado. <br />Mr. DiNatale is serving as the technical advisor for SWSI for the Colorado Water <br />Conservation Board. CDM will be assisting in step #3, Profile proposed facilities. <br />David Allen - Water and Environmental Services Manager <br />Mr. Allen has a BS in Civil Engineering from Colorado State University and a MS in <br />Civil Engineering from University of Southern California. Mr. Allen manages and <br />directs the City of Northglenn staff who are responsible for the development, <br />planning and conservation of the City of Northglenn's water supplies. He has over <br />fifteen years working in the water engineering field. Mr. Allen will be involved with <br />multiple aspects of the Plan including but not limited to development and <br />implementation oversight. <br />Shelley Stanley - Water Resources Coordinator <br />Ms. Stanley has a BS in Horticulture from California State University, Chico and a <br />MS in Earth Resources from Colorado State University. She has fourteen years <br />experience in the water resource field. Including experience in water law, <br />conservation, well head protection and water quality policy. Ms Stanley will be <br />assisting in multiple aspects of the development and implementation of the plan. <br />Wayne East <br />Wayne East is a native Coloradoan who received his bachelor's in Natural Resources <br />with an emphasis in Wildlife Biology from Colorado State University in 1997. He <br />worked two years with the Denver Water Department while pursuing his Masters of <br />Public Administration from the University of Colorado at Denver. Prior to joining <br />the team at Northglenn he worked for four and a half years as the Executive Director <br />of the Colorado Wildlife Federation. He was responsible for education, public <br />outreach, planning, grant administration, program management, and budget <br />preparation among other duties. Wayne now serves as the Water Conservationist for <br />the City of Northglenn. <br />Wayne will be instrumental in carrying out every aspect of the Conservation Plan <br />with an emphasis on public outreach to the stakeholders. <br />August 30, 2006 <br />
