<br />(r <br /> <br />(~. <br /> <br />( <br /> <br />\, <br /> <br />'- <br /> <br />- 2 - <br /> <br />,.l <br /> <br />The CRC recognizes the importance of conserving water in the State, and has founded a <br />successful program, Slow the Flow Colorado, which partners with municipalities to provide <br />irrigation system efficiency assessments to residents, also known as landscape irrigation audit, to <br />homeowners associations, and businesses. The goal of the program is to provide the means by <br />which municipalities can benefit from water conservation services in their communities and to <br />provide the data, recommendations, and education needed to reduce water waste in the landscape, <br />arena. <br /> <br />In 2005, the CRC received a CWCB Water Efficiency Grant in the amount of$56,765 to <br />perform 1,200 irrigation audits. The current 2006 grant proposal requests $77,290 to conduct <br />2,000 irrigation audits this season. In addition, the CRC plans to begin the task of quantifying <br />actual water-savings that could be directly related to the program. The CRC will implement <br />phase II of the Slow the Flow program and analyze data from the 2004 and 2005 irrigation audits <br />using a statistical method to compare water use from pre and post irrigation audit billing records. <br />This is a critical element of the proposed project because it is important to be able to demonstrate <br />quantifiable water savings from conservation programs in order to support their continuation. <br /> <br />The applicant has demonstrated a total matching contribution of64% of the project budget. 51% <br />of the match comes from cash contributions committed by participating municipalities, while <br />13% of the match comes from an in-kind contribution from the CRC staff. The OWCDP staff <br />has evaluated the grant application and finds that it meets the CWCB Guidelines for the Water <br />Efficiency Grant Program. <br /> <br />Recommendation: <br /> <br />The OWCDP staff recommends that the Board award a Water Efficiency Grant in the amount of <br />$77,290 to the Center for Resource Conservation (CRC) for its 2006 Slow the Flow Colorado <br />program to complete 2,000 irrigation audits and to aid in a study (Phase II) to analyze historic <br />irrigation audit data to calculate actual water-savings that can be attributed to the Slow the Flow <br />Colorado program, thereby supporting the water conservation benefits from such a program. <br /> <br />Attachments <br /> <br />o 2006 Slow the Flow Colorado Grant Application (incl. scope of work & project budget) <br />o CWCB Application Evaluation Criteria for Public or Private Agencies <br />o Letters of support and matching contributions from partnering cities <br /> <br />Flood Protection.
