<br />l' t Through these various discussions and dialogues, as well as through the education and outreach <br />programs that the Office has initiated, it is becoming increasingly clear that these discussions lack <br />consistent defInitions and nomenclature regarding: <br /> <br />. What is water conservation? <br />. What is not water conservation? <br />. How can water conservation reliably contribute to future water needs? <br />. What types of water conservation efforts will work in any particular setting? <br />. What types of resources are available to help organizations to develop meaningful water <br />conservation measures and programs? <br /> <br />We will develop a consistent set of answers to these and other questions in close collaboration <br />with the Office, the CWCB, and the Executive Director's Office of the Department of <br />Natural Resources (EDO). This will facilitate greater water conservation (including water use <br />efficiency, wise water use, infrastructure management and alternative water supplies) consistendy <br />across a wide geography and demography, especially benefIting small and medium water users and <br />providers planning with resource limitations. <br /> <br />This project's key goals are to provide an arena for water utilities, special ~stricts, other <br />water providers and those with an interest in Colorado's water to: <br /> <br />. Develop a consistent set of defInitions and nomenclature regarding water conservation, <br /> <br />water use efficiency and wise water use; <br /> <br />. Learn about what constitutes meaningful water conservation planning and implementation <br /> <br />from a practical, economic, political, and legal perspective; <br /> <br />. Highlight and educate water planners on the state and other resources available to provide <br /> <br />technical, fmancial, and other assistance to those looking to develop and implement more <br /> <br />meaningful water conservation programs in the state; and <br /> <br />. Share data and stories regarding past successes and failures regarding water conservation, <br /> <br />water use efficiency, and wise water use that have occurred on a local level across the state. <br /> <br />In addition, we seek to markedly increase the number of water managers who: (I) use the Office's <br />Water Conservation Plan Development Guidance Document; (2) seek individualized assistance <br />from the Office, the Colorado WaterWise Council and other groups; and (3) include more <br />conservation and efficiency in their water planning efforts. While we will be able to provide a <br />rough gauge as to the above elements during the project, it is equally critical that our effort <br />facilitate follow-up activities that will occur after project completion. The follow-up will involve <br />the CWCB and the Office, fIrst and foremost. However, based on the groundswell of support that <br />has occurred across the state for this project, numerous other organizations and entities also wish to <br />share in helping to keep water conservation efforts moving forward and to be fruitful. <br /> <br />To assist these efforts, implementation of the proposed project will include the collection of <br />specific, and where possible, detailed information regarding how Colorado's water utilities, <br />municipalities, and special districts are positioned with respect to: <br /> <br />.
