J

y

Introduction

Great Western Institute, the Colorado WaterWise Council, and Western Resource Advocates have
prepared this grant application for monies through the Water Efficiency Grant Fund created by HB
05-1254. Each of our agencies has a primary purpose to promote water conservation and water use
efficiency. The proposed project "Water Conservation and Water Use Efficiency Technical
Support and Outreach" is directly linked with the mission and statutory responsibilities of the
Colorado Water Conservation Board ("Board") and its Office of Water Conservation and Drought
Planning ("Office"), and has been developed, in part, from our team's extensive knowledge of the
policies, goals and needs of the Board and Office and through our deliberate coordination in
developing this project with the Office's future plans for education and outreach. We recognize
that execution of this proposed project can be satisfactorily performed only by
leveraging our close partnership with the Office and its available resources.

Noteworthy is that the proposed project has also been developed with close coordination and input
from our project stakeholders that will be providing support (e.g., cash, in-kind services, other
support) during the execution of this project. Our project stakeholders include:

Alamosa
Boulder
Centennial Water and Sanitation District
Colorado River Water Conservation District
Colorado Springs Utilities
Denver Water
Eagle River Water & Sanitation District
Grand Junction
Mt. Werner Water (Steamboat)
Northern Colorado Water Conservancy District
Southeastern Colorado Water Conservancy District
Special Districts Association of Colorado
Western State College
Westminster

The breadth and quality of the support that is represented by this stakeholder list is a strong
indication of the need for this project and the need for this project to be funded by CWCB under
the Water Efficiency Grant program.

Our proposal includes:

Project Swnmary
Project Background and Approach
Metrics for Measuring Project Success
Scope of Work
Team Overview
Budget
Schedule

We thank the CWCB and the Office for considering this proposal and we appreciate the time and
energy that staff and the Board members spend in reviewing and evaluating our application.

2
