Room 721
Denver, CO 80203

Rc: Submittal of Water Efficiency Grant Application

Dear Ms, McCaig:

Please find herewith. Great Western Institute's (GWI) application for a Water
Efficiency Grant under the program created by HB 05-1254 for $49,975, Our
proposal represents a collaboration with the Colorado WaterWise Council,
Western Resource Advocates. and numerous other stakeholders and supporters
statewide. Through the activities to be [unded by the eWeB Grant and
supported by the aWl Team and the Office, we will provide comprehensive and
useful education and outreach to the Colorado water community regarding the
requirements for and benefits of meaningful water conservation and water use
efficiency.

We propose a series of technical workshops and forums be conducted In
selected venues around the state to:

. Teach the components of proper water conservation planning based on
the CWCS Guidance Document;

. Provide valuable information to the water community regarding the state
of the science of water conservation and water use efficiency measures
and programs; and

. Provide an opportunity for local water users and providers, as well as
other speakers, to share their experiences and lessons learned regarding
planning for and implementing water conservation programs.

Although the overall goal of GWl's project involves conducting the workshops
and forums in every major river basin statewide (with more than one event
occurring in many basins), this grant application includes only the first phase of
events - five sets of workshops and forums held at five different locations over
a 6 month period. If this set of workshops and forums proves to be successful,
then a second phase of this project will be proposed for CWCB consideration.
