r.~ CENTER FO~
~]I ReSource
11m COIlSERVATlON

( r:OflSefVi1tion Starts Here.

To the Colorado Water Conscrvati

The Center for ReSource Conllervatio (CRe), a non-profit located in Boulder, Colorado is committed to leading Colorado residentS,
businesses, :!nd municipalities toward sustainable future and implements programs through various divisions: greenerbuilding.org, The
Energy Center ofthe Rockies, The W tern Water Conservancy and ReSource. Division programs include reclaimed building materiaJ
outletS in Boulder and Ft. Conins, Sol Powering at-Risk Communities (SPARC). tbe O'l'han Solar Program and a website database of
green building products and services. eRC also publishes Co,uen1otion Mago.zine, a bi-annual conservation resource for members.
We are an on-the-ground organization hat provides assistance daily to residents, bu.~inesses, professionals and public policy makers about
resource conservation issuc!!.

Recognizing the importance of eonse ng water in the state, the CRC has founded a succcs.,ful program, Slow the Flow Colorado which
partners with municipalities to provide Jrigation system efficiency assessments (~d irrigation inspections) to residents, HOA's and
businesses. The goal of the program is 0 provide the means by which municipalities C;1n benefit from water conservation services in their
communities and to provide the data, ornmendations, and education needed to reduce water waste in the landscape. The CRe is
pleased to submit this proposal for fun to support our 2006 Slow the Flow Colorado watcr conservation program.

The CRe is asking for total support in e amount of 577,290 to TUn a portion of our 2006 Slow the Flow Colorado program which plans
to conduct nearly 2000 irrigation inspe lions this summa. Wen over half of the funds for the 2006 Slow the Plow Colorado budget will
be supplied by the participating cities a d we are requesting additional funds from the CWCB. After implementing and conducting the
audit program, the fund.~ will be used t compile and analyze data from the program and incorporate them into a report that wlll show our
findings. We will also be verifying the fficacy of the program by researching and calculating post-audit watcr consumption of the audits
conducted during the 2004 and 2005 se on. The intenslve work completed in prior years of collecting and imputing water records from
completed audits (of pre-audit water co 5umption) will bc utilized in this phase of the program. These two reports will bc prescnteo to the
CWCI3. These tasks arc a crucial part 0 the irrigation audit program as they analyze the state of irrigation system efficiency in
communities and provides valuable info tion to direct municipal water conservation efforts. The report a190 serves to educate
(- ',nicipaliries on the benefits of irrigati n auditing services and helps to further grow support and. participation in the program. Validating
. efficacy of the program will provide upport to our funder.; in promoting water conservation;n local communities and eventually as a
state.wide program.

The CRe is commined to the success of is program and plans to seck funding to further its reach and effecti....eness over the coming
years. In 2006 we saw an increa."Ie in de nd for the program, and have increased municipaJparticipation to nine cities, Longer term
plans ;nclude dcvdoping a rcfetTal ne k of industry professionals allied with. the Slow the Flow Program in order to help chents in
their effort.~ TO fonow through with more technical repairs that are needed on irrigation systems.

As is cvidenced by the enclosed infonna 'on, Slow the Flow Colorado reaches many pcoplc, achieves immcdiate and lasting results, and
is bcing adopted by communities in Col ado because of its practical nature and its efficiency.

The CRe looks forward to partnering wi you once again on this innovative water conservation program.

~~

Soard President

Contact info:
Center for ReSource Conservation
Kara Csibrik
303-441-3278 ext. 10, kcsibrik@conserv tioncenter.org

(

Office: 1702 Wain Street.
