<br />21.3 Business Services <br /> <br />. <br /> <br />The CWCB carries out most of its statutory responsibilities through the following major <br />programs: <br /> <br />Project Planning and Construction Program <br />Office of Water Conservation Grant Program <br />Water Management Demonstration Grant Program <br />Interstate Streams Investigation Program <br />Floodplain Management Program <br />Instream Flow/Natural Lake Level Program <br /> <br />1.4 Customers <br /> <br />The Board's customers include the General Assembly, the Board members, the Board staff, <br />other state agencies, cities and counties, water conservation and conservancy districts, water user <br />groups, and the general public. The Board interacts with the following state agencies: <br /> <br />Governor's Office <br />DNRlExecutive Director's Office <br />DNRlDivision of Water Resources <br />DNRlDivision of Wildlife . <br />DNR/Colorado Division of Parks and Outdoor Recreation <br />DNR/Colorado Geologic Survey <br />State Attorney General <br />Colorado Department of Local Affairs <br />Colorado Department of Transportation <br />Colorado Departmept of Health <br /> <br />1.5 Board Compositio~ <br />I <br /> <br />The Colorado Water Conse~ation Board is a Type I agency within the Department of Natural <br />Resources. The CWCB consis~s of fourteen members. The Governor appoints eight members <br />are from the state's major river basins and one member represents the City and County of <br />Denver. Ail of the basin and the Denver representatives are appointed by the Governor, subject <br />to Senate confirmation, for thtee year terms. The Executive Director of the Department of <br />I <br />Natural Resources is an ex-officio, voting member. The Attorney General, State Engineer, <br />Director of the CWCB, and thb Director of the Division of Wildlife are ex-officio, non-voting <br />I <br />members. : <br />I <br />I <br />To the extent possible, appointments to the Board include persons experienced in water <br />resource management, water project financing, engineering, planning, development of water . <br />projects, water law, and irrigatbd farming, or ranching.
