.

.

.

COLORADO WATER CONSERVATION BOARD

Mesa Linda Subdivision Irrigation System
January, 1993

Introduction

In 1982 the Mesa Linda Subdivision Property Owners Association, Inc.
(MLSPOA), a non-profit corporation, was formed by 14 property owners who own 80
acres of rural land about 10 miles south of Durango. Fifty of these 80 acres are
irrigated and produce permanent pasture, orchards and gardens for the 14 owners.
The MLSPOA has applied for a $35,000 loan from the CWCB to install a pressurized
water pipeline for irrigation purposes.

Problem

The water for the present 50 acres under irrigation is supplied by open ditches
which have relatively high in maintenance costs due to the steep terrain (approximate
fall of 125 feet in one-half mile) and low in delivery efficiency.

Proposed Project

The Soil Conservation Service (SCS), Durango office, has designed a
recommended pipeline system to provide water for the 50 acres currently irrigated by
the MLSPOA. With this pipeline system the MLSPOA would be able to irrigate the
50 acres with its current appropriated water rights. The estimated cost of the
recommended project is $35,000.

Proposed Financing

The MLSPOA has applied for a $35,000 loan but in an accompanying letter it
has offered to cash fund 5-10% of the required amount and it is agreeable to pledge
the water pipeline system as well as its appropriated water rights as security for this
loan. The following funding is proposed:

MLSPOA (cash contribution)
CWCB (10 year, 5% loan)

$ 3,000
32,000
$35,000

Under the above financial arrangement the MLSPOA would have to pay the
CWCB $4,144 per year for 10 years for a total repayment of $41,440.
