<br />. <br /> <br />. <br /> <br />. <br /> <br />COLORADO WATER CONSERVATION BOARD <br /> <br />DD&E Wise Dam <br />January, 1993 <br /> <br />Introduction <br /> <br />The DD&E Wise dam and reservoir is a privately owned storage facility which lies <br />on the U.S. Forest Service property approximately 18 miles northeast of Meeker, Colorado. <br />The reservoir has a capacity of 1,010 acre-feet but it is currently restricted to maximum <br />storage of 810 acre-feet because of dam safety considerations. The water stored in this <br />reservoir is used primarily for cattle and sheep ranching operations but the owners are <br />agreeable to making a fishery for public use at this site also. <br /> <br />Problem <br /> <br />The restriction imposed by the State Engineer's Office to allow only 810 acre-feet of <br />water to be stored in this reservoir has greatly reduced its aesthetics and the value of it as <br />a fishery. The State Engineer's Office has approved plans and specifications prepared by <br />Westwater Engineering, a consultant in Palisade, ,Colorado, for the necessary corrective <br />work to revoke the current 200 acre-foot restriction. The owners wish to proceed as soon <br />as possible with this work but in order to do so they need financial assistance and the <br />CWCB appears to be the only agency available to provide this assistance. <br /> <br />Proposed Project <br /> <br />The proposed project entails flattening of the downstream embankment of the dam, <br />restoration of the borrow area, construction of a 225 foot toe drain, extending the existing <br />15" CMP outlet pipe by 44 feet, installing a flow measuring flume and grading a new outlet <br />channel. Westwater Engineering estimates the cost of this work to be approximately <br />$40,000. <br /> <br />Proposed Financing <br /> <br />To date the owners have expended $28,000 in preliminary engineering, final design <br />and permitting fees. The total cost for construction and final engineering is estimated to <br />be $50,000. The owners wished to receive a grant for $25,000 from the CWCB but when <br />told this project did not qualify for a grant they then requested a 20 year loan at 2 percent <br />interest for the $50,000 required to complete the project. If this request is granted the <br />owners would have to pay the CWCB $3,058 per year for 20 years for a total repayment of <br />$61,160. <br />
