<br />. <br /> <br />. <br /> <br />. <br /> <br />COLORADO WATER CONSERVATION BOARD <br /> <br />Pagosa Area Water & Sanitation District <br />January, 1993 <br /> <br />Introduction <br /> <br />The Pagosa Area Water and Sanitation District (PAWSD) is a special District <br />in and around Pagosa Springs. The District has 130 miles of distribution system, two <br />water treatment plants, five water reservoirs, and extensive water rights. The District <br />serves 2894 equivalent single family units. The District and the San Juan Water <br />Conservancy District (SJWCD) realizing that water storage facilities for the area are <br />limited are jointly proposing to enlarge Stevens Lake and develop a new facility in <br />Hidden Valley. <br /> <br />Projects <br /> <br />Stevens Lake <br /> <br />The Districts have completed feasibility level studies to enlarge the <br />Dam at Stevens Lake on Dutton Creek. The study indicates that $1,912,000, <br />in 1992 dollars, is needed to do the enlargement and that the District has <br />sufficient water rights to increase the storage from 638 acre-feet to 1420 acre- <br />feet. This enlargement would provide 2 years of drought protection for the <br />Town of Pagosa Springs and the Archuletta Water Company. The Town of <br />Pagosa Springs and Archuletta Water Company will become a part of P A WSD <br />on July 1, 1993. <br /> <br />Hidden Valley Reservoir <br /> <br />The proposed Hidden Valley Reservoir is located 4.5 miles NW of <br />Pagosa Springs on McCabe Creek. There is insufficient water in McCabe <br />Creek to provide the 3075 acre-feet anticipated capacity of Hidden Valley <br />Reservoir. However, P A WSD owns water rights in 4 Mile Creek that can be <br />transferred to Hidden Valley by means of an enlarged Dutton Ditch. P A WDS <br />would have to obtain right-of-way and develop water rights to complete this <br />project. Cost of the proposed project exclusive of right-of-way cost is <br />$5,070,000 in 1992 dollars. <br /> <br />Project Financing <br /> <br />The P A WSD proposes to borrow $6,982,000 from CWCB construction fund at <br />5% for a 25 year period. The District is presently charging user fees of 24.00jmonth <br />for the first 10,000 gals. (covers both water and sewer) with a $1.50/thousand <br />surcharge for usage over 1O,OOO/gal. and all use is metered. The District has an <br />
