<br />. <br /> <br />. <br /> <br />. <br /> <br />COLORADO WATER CONSERVATION BOARD <br /> <br />Town of Lochbuie <br />January, 1993 <br /> <br />Introduction <br /> <br />Lake Henry Dam is located in Weld County near the Town of Lochbuie. The Dam <br />and Reservoir are owned by the Town of Lochbuie. The Reservoir has a capacity of 100 <br />acre feet and is presently restricted to zero storage. The reservoir provides supplemental <br />water to the Farmers Reservoir and Irrigation Company (FRICO) system. the reservoir <br />serves as a secondary storage system for effluent from the Town's wastewater treatment and <br />storm drainage system. <br /> <br />Problem <br /> <br />The Dam needs a new outlet, new spillway, and the upstream slope needs to be <br />flattened. These items are needed to remove the restrictions placed by the State Engineer's <br />Office. the feasibility and design for the project was completed by PKM Engineering and <br />is the basis for recommendation on this project. <br /> <br />Proposed Financing <br /> <br />The total anticipated cost of this project is $175,000. The Town of Lochbuie has <br />requested a $100,000, 20 year loan at 1 percent interest from the CWCB and a $53,000 grant <br />from the Department of Local Affairs (DOLA) and $22,000 of the Town's resources would <br />be used (to complete the project). <br /> <br />The typical water and sewer tap user in Lochbuie pays $35.94/mo for water and <br />$14.50/mo for sewer charges. The $100,000 loan would add $0.99/mo to each users bill and <br />require an annual payment from the town of $5,541.53 for 20 years for a total repayment <br />of $110,830.60. <br /> <br />Recommendation <br /> <br />It is recommended that this project be authorized by the General Assembly in the <br />amount of $100,000 subject to the proposed terms of financing set forth above and subject <br />to the Town demonstrating to the Board's satisfaction that it can meet its repayment <br />obligation. <br /> <br />DCL/GKE/bj <br /> <br />bj81O.6a2 <br />
